On my macbook this is also only a short white rectangle. I think the flickering rectangle during startup is the „startup screen“ which is supposed (Regarding their height, I have the impression that they are cropped by the top boundary of the main window.) I am quite positive that the flickering rectangles are misplaced vestiges of the not-appearing menus, as they show the very instance a menu title is triggered and have different widths analogous to the respective menus. After switching back to the superior resolution the correct behavior was maintained until quitting XQuartz. In that lower resolution the menus displayed normally.
